Robert Munnelly is a Shareholder at the Boston law firm of Davis, Malm & D’Agostine, P.C. in the Regulatory and Administrative Law area. He has extensive experience with legal, regulatory, and local taxation issues faced by energy and communications companies in New England and nationally. Rob’s practice in these areas includes representing companies in all six New England states in obtaining utility commission and local licenses, ensuring ongoing compliance with applicable state, local, and federal laws, advocating for changes in existing regulatory requirements and market design, obtaining approvals or disclosing corporate change transactions and transfers, and supporting permitting of communications and energy facilities.
Rob’s data security and privacy practice focuses on advising and working with companies to develop written plans, improve security-related polices, support compliance training, and respond to potential security breaches. Rob also has substantial experience working with companies in other regulated industries and in appellate practice in state and federal courts.
Rob has been a member of the Board of Directors of the Northeast Energy and Commerce Association, Inc. (NECA) since 2015, served as Co-Chair of NECA’s Retail Markets Committee since 2014, and has been an active participate in NECA events and conferences since 2001. He also is a co-chair of the New England Chapter of the Federal Communications Bar Association.
Rob is a contributing author to Law Practice Guide: Massachusetts Administrative Law and Practice, LEXISNEXIS (2014) and a frequent panelist at energy, information security, telecommunications and administrative agency law seminars and events. Prior to joining Davis Malm, Rob was a partner at Murtha Cullina, LLP. Before entering private practice, Rob served as Director of Legal and Regulatory Affairs for the New England Cable and Telecommunications Association and as Massachusetts Assistant Attorney General in the Administrative Law Division of the Government Bureau.
