Joanna Troy is the Director of Energy Policy and Planning at DOER, leading a team of policy and data analysts that support several DOER policy priorities. The Policy and Planning Team manages the implementation of the clean energy solicitations for offshore wind and clean energy generation. Additionally, Joanna has worked with the Policy Team on multiple policy planning reports, including the State of Charge Storage Study and the 2018 Comprehensive Energy Plan. While at DOER, Joanna has worked on low and moderate income renewable energy programs, the Energy Storage Initiative, the Clean Energy and Climate Plans, and utility investment proceedings at the DPU. Prior to joining DOER in 2014, Joanna worked for ExxonMobil as a geologist. She holds a BS in Geological Science from Tufts University, a MS in Earth and Environmental Science from Lehigh University, and a JD from the University of Houston Law Center.
